The « Chatel » law was adopted on January 3rd, 2008 (law n° 2008-3 « Pour le développement de la concurrence au service des consommateurs
At last, the « Chatel » law provides that the cost of all calls made by a consumer and related to the follow-up of an order, its retraction right, or the warranty attached to the product or the service, shall not exceed the cost of a standard telephone call. Therefore all client support numbers, etc. shall be accessible in France on a regular fixed line not overtaxed.
This provision applies to all calls designated as « forced », i.e. calls related to the performance of the contract, after sale services, technical assistance or claims. On the contrary, calls which purpose is to obtain commercial or administrative information or purchase a product of service may be overtaxed as they are not aimed at by the law. Moreover, please note the time spent waiting for an operator may be charged whereas it has to be free for hotlines of electronic communication services providers.
