Yes, often it does. However outsourcing companies do it because there are so many companies striving for work that as soon as word gets out that they have some available they get flooded. Using an agent abstracts them from this.
Do you think that perhaps there are too many call centres? I know of people who have recently moved into this market and found it much tougher than they expected. They see and hear success stories and think that they can do it too.

Previously, this would have price. Now this isn't the case, as companies wishing to outsource are interested in quality, and the outsourcers themselves are in a position where they can't reduce margins any more. |
